Airport Environs Master Plan Implementation 


The Airport Environs Implementation Program contains detailed guidance for both the LAONT and Chino Airports. 

 

Future Airport Planning

Partnership.  We partner with LAWA and San Bernardino County in any revisions/updates to their Airport Master Plans to ensure the City’s interests are foremost in the improvement of the airports.

Updated CLUP.  We require our Airport Land Use Commission (ALUC) to update the Comprehensive Land Use Plan (CLUP) upon adoption/revision of the Airport Master Plan for LAONT and Chino Airport.

Updated Policy Plan.  We will update the airport-related policies of the Policy Plan, including updating Air Safety Zones and the FAR restricted overlay on the Land Use Plan when the updated Airport Master Plan and CLUP are adopted.  To facilitate this process, if the noise contours, safety zones, and influence areas do not increase or shift locations, we will consider the update of the Policy Plan as a technical amendment.

Airport Influence Area.  We require our ALUC to adopt an Airport Influence Area, as required by AB 2776, when the updated Airport Master Plan and CLUP are adopted/revised.

Overall Airport Policies

Airspace Protection.  We protect the airspace of the LA/Ontario International and Chino Airports and minimize related noise and safety impacts on our citizens and businesses.

Consistency with CLUP.  We require that all new development be consistent with the adopted Comprehensive Land Use Plans for LAONT and Chino Airport and ensure that no structures or activities encroach upon or adversely affect the use of navigable airspace.

CLUP Amendment.  We shall refer any adoption or amendment of this Policy Plan, specific plan, zoning ordinance, or building regulation within the planning boundary of the adopted Comprehensive Airport Master Plans for the LA/Ontario International and Chino Airports to the appropriate airport authority as provided by Airport Land Use Law.

 

Airport Noise Policies

Might need to add 2 compatibility tables-1 for Ontario and 1 for Chino

Noise Compatibility.  We ensure that proposed uses are compatible with the appropriate Community Noise Equivalent Level (CNEL) contour for the LA/Ontario International and Chino Airports using the Land Use Compatibility for Noise Table and the Airport Environs Map

Exceptions to Airport Noise.  We allow the following areas within the 65 decibel (dB) CNEL contour to include new residential and noise sensitive commercial development as long as sufficient noise mitigation can be provided to ensure interior noise standards are maintained:

·         Holt BoulevardMixed Use Areas

·         Guasti Mixed Use Area

·         Hospitality Mixed Use Area

·         Downtown  Mixed Use Area

Airport Safety Zones

Clear Zones

Approach Zones

Part 77 Zones

Safety Zone Compliance.  We ensure that proposed uses are compatible with the Clear Zones and Approach Zones of the LA/Ontario International and the Chino Airports using the Land Use Compatibility Guidelines for Air Safety and the Airport Environs Map

Part 77 Compliance.  We ensure that the height of structures does not impact the navigable airspace of LAONT and Chino Airport by conducting a review for compliance with the Part 77 surfaces shown on the Airport Environs Map

Addressing Properties Impacted by Airport

Options to Address Properties Impacted by Airport.  We employ reasonable methods such as, but not limited to the following, to address properties located within the 65 decibel CNEL contour and/or safety zones and as appropriate:

·         Purchase nonconforming residential uses from willing sellers.

·      Purchase, vacate, and demolish acquired residences and relocate occupants to safer, quieter housing.

·      Acquire, land bank, and assemble residential parcels into larger parcels usable by airport compatible development.  Offer acquired properties for sale with development controls and avigation easements.

·      Offer acoustical treatment in exchange for avigation easements to permit aircraft overflight.

·      Offer purchase assurance as the buyer of last resort.

·      Acquire, insulate, and resell purchased units with noise and avigation easements.

·      Provide noise insulation for eligible schools that are providing on-going classroom instruction.

 

Disclosure

Airport Disclosure.  We require notification/disclosure statements to alert potential buyers and tenants of the presence of and potential impacts from the airports as required by State Law for real estate transactions within the Airport Influence Areas for the LA/Ontario International and Chino Airports, as shown on the Airport Environs Map.
