The General Plan directs significant housing growth to mixed-use areas. These areas include the Downtown, Mountain Avenue, Euclid Avenue, and Holt Boulevard. Development densities ranging from 30 to 125 units per acre are allowed in different subareas of the community. To facilitate the development of quality housing and exemplary design, the City will create a mixed use zone and development standards allowing up to 125 units per acre and high density residential zone and standards allowing 25 to 45 units per acre. The parameters of the ordinance have yet to be designed; however, the intent of the ordinance is to facilitate high density housing. In both these zones, high density residential and mixed-use will be allowed by right, without a conditional use or discretionary permit process.
